Preheat the oven to 375°F (190°C).
In a mixing bowl, whisk together the heavy cream, minced garlic, salt, pepper, and paprika.
Layer half of the sliced potatoes in a greased baking dish. Pour half of the cream mixture over the potatoes and sprinkle with half of the cheddar and Parmesan cheese.
Repeat with the remaining potatoes, cream mixture, and cheese. Top with small pieces of butter.
Cover the baking dish with aluminum foil and bake in the preheated oven for 30 minutes.
While the potatoes are baking, heat olive oil in a large skillet over medium-high heat. Season the pork chops with salt, pepper, and dried Italian herbs.
Add minced garlic to the skillet, then place the pork chops in the hot oil. Sear the pork chops for about 4-5 minutes on each side until golden brown, and cooked through (the internal temperature should reach 145°F / 63°C).
Remove the pork chops from heat and let them rest for a few minutes.
After the scalloped potatoes have baked for 30 minutes, remove the foil and bake for an additional 15 minutes or until the top is golden and bubbly.
Serve the garlic Parmesan pork chops alongside a generous portion of cheesy scalloped potatoes.
