Preheat the oven to 375°F (190°C).
In a mixing bowl, combine the minced garlic, Parmesan cheese, Italian herbs, salt, and pepper. Mix well to create a seasoning blend.
Pat the pork chops dry with paper towels. Rub each chop with olive oil, then generously coat both sides with the garlic Parmesan seasoning blend.
In an oven-safe skillet over medium-high heat, sear the pork chops for about 3-4 minutes on each side until golden brown. Remove from heat and set aside.
In a baking dish, layer the thinly sliced potatoes starting with a layer of potatoes, then sprinkle a bit of garlic, salt, pepper, and thyme, followed by layers of cheddar and mozzarella cheese. Repeat until all ingredients are used, finishing with cheese on top.
Pour heavy cream evenly over the layered potatoes.
Cover the baking dish with aluminum foil and bake in the preheated oven for 25 minutes.
Remove the foil and place the seared pork chops on top of the scalloped potatoes. Return to the oven and bake for an additional 15-20 minutes, or until the pork is cooked to an internal temperature of 145°F (63°C) and the potatoes are tender.
Once finished, let it rest for 5 minutes before serving.
