Start by cooking the rice. In a rice cooker or a pot, combine the rice with 2 cups of beef broth or water. Cook according to the manufacturer's instructions or bring to a boil, reduce to low heat, cover, and cook for approximately 15-20 minutes until rice is tender and liquid is absorbed.
While the rice is cooking, heat the olive oil in a large skillet over medium-high heat. Add the diced onion and cook for about 2-3 minutes until softened.
Add the minced garlic to the skillet and sauté for an additional 30 seconds until fragrant.
Increase the heat to high and add the ground beef to the skillet. Cook for about 5-7 minutes, breaking it apart with a spoon until browned and fully cooked. Drain any excess fat if necessary.
Stir in the chopped bell pepper, corn, soy sauce, chili powder, cumin, salt, and pepper. Cook for another 3-5 minutes until the vegetables are tender.
Once the rice is ready, fluff it with a fork and divide it equally among four serving bowls.
Spoon the ground beef mixture over the rice in each bowl, and add any optional toppings you desire.
