In a mixing bowl, combine the powdered sugar and cocoa powder. Mix well.
Add the softened butter, heavy cream, and peppermint extract to the dry ingredients. Use an electric mixer or whisk to blend until the mixture is smooth and creamy.
Form the cream mixture into small balls or flat buttons, about 1 inch in diameter, and place them on a baking sheet lined with parchment paper. Refrigerate for at least 15 minutes to firm up.
