Brown the ground beef in a large skillet over medium heat until no longer pink. Drain excess fat if needed.
Add minced garlic to the skillet and cook for 1 minute until fragrant.
Transfer the beef and garlic mixture to your slow cooker.
Add matchstick carrots, sliced bell pepper, and chopped scallions to the slow cooker and stir.
In a medium bowl, whisk together soy sauce, brown sugar, chicken stock, and pour into slow cooker. Stir everything together.
Cover and cook on LOW for 4–6 hours (or HIGH 2–3 hours).
30 minutes before serving, add ramen noodles and stir into broth. Let them cook until tender. Garnish and serve hot.
