If using fresh corn, cut the kernels off the cob. If using frozen corn, ensure it is thawed and drained well.
In a mixing bowl, combine the corn, flour, baking powder, paprika, cayenne pepper, salt, black pepper, green onions, and red bell pepper. Mix well to combine.
In a separate bowl, whisk together the eggs and milk. Gradually add the wet mixture to the dry mixture, stirring until just combined. Avoid overmixing.
Heat about ¼ inch of vegetable oil in a frying pan over medium heat.
Once the oil is hot, drop spoonfuls of the batter into the pan, making sure not to overcrowd.
Fry the fritters for 3-4 minutes on each side or until golden brown and crispy.
Use a slotted spoon to transfer the fritters to a paper towel-lined plate to drain excess oil.
Repeat with the remaining batter, adding more oil to the pan if necessary.
